The purpose of this web page is to provide sources of information used by the new OTC-X1 project team as a foundation for their theories.  This information is already public and may help inform others, who aspire to construct their own levitation devices.



In late July 2018, I posted a video on YouTube announcing work will continue on Otis T. Carr’s Tesla-inspired Circular Foul Craft - the OTC-X1.  I was amazed how quickly the new team came together.


A global virtual-team of generous men and women – engineers in diverse locations – have volunteered to work on this project.  Some are retired.  Some are still working.  Most want to remain anonymous.  None of them knew each other before contacting me.


Collectively, they hold career experiences in aerospace, electronics, semiconductors, design, milling, and manufacturing.  Others have pledged access to advanced milling and 3d metal printing capabilities; access to certain other material resources; and, in some cases, they have pledged use of their personally-developed intellectual property.  All have volunteered their time; and, more have contacted me asking to help.


Since early August 2018, the team has been meeting weekly on conference calls.  We started by discussing the content of the information you’re about to see.  If you read all this material, perhaps one thing will stick in your mind, as it has in mine.


Levitation technology might not be as secret as we think.  It seems to have been around for decades; and, perhaps we have people like Thomas Valone, Michael Gamble, and Dr. Paul LaViolette to thank for connecting the dots and laying the bread crumbs?


Granted, it may take an engineer or technician to fully grasp parts of these heady documents.   Regardless, it seems to me the foundation of levitation technology has already been disclosed.  As such, the team will leverage this information along with our collective knowledge and "new" theories to achieve our ultimate goals:


To design, test, construct, prove, publicly demonstrate and document a controllable levitation device for the purposes of making it open-source and accessible to all.

The following videos demonstrate electromagnetic levitation.  Alexey Chekurkov has promised to release plans for his levitation device.  On August 26, 2018, I requested to know when he would be posting his designs.  He responded with this:


"Yes Volter I will soon lay out the scheme and instruction on the assembly." [sic]


As of this writing, it's been a week-and-a-half - nothing yet.

UPDATE September 9, 2018: Alexey has posted a new video containing his schematics.


Meanwhile, the team has analyzed all of Alexey’s videos and reverse engineered its design.  Shout out to my Russian friends and others who’ve assisted with translations.  The parts have been ordered.  Construction began September 7, 2018.  We anticipate construction and testing to take a few months.  The information we acquire from our tests may be implemented into our designs for an operable OTC-X1 Circular Foil Craft, or other device.

Schematics for the Alexey Device have been released in this 40-minute video.  It’s in the Russian language; but, the schematics are readable.  A few surprises and ah-ha moments for the team.



Somewhere around the one-hour mark of the following video, Paul LaViolette describes the application of the Biefeld-Brown Effect to the B2 bomber to affect propulsion, which also happens to exhibit over-unity properties.

In terms of efficiency, compared to a jet engine, it is many tens of thousands of times over-unity, which is influenced by the selection of high K factor dielectrics and the application of extremely high voltage and a few other T. T. Brown Patents.  Dr. LaViolette asserts the B2’s jet engines could be turned off; and, it would continue to operate without fuel.  The Effect is based on sub-quantum kinetics. It violates our known laws of physics; and,  it can function in the vacuum of space without fuel and at very low cost.


The team will be testing and applying, among others, this concept of Asymmetrical Capacitors to the OTC-X1.  We think mass placed in certain arrangements of electric and magnetic fields may produce motion and levitation.

STUDY OF GRAVITY | Presentation by Mike Gamble

In 2009, Michael Gamble presented his Study of Gravity at the Space Propulsion and Energy Science International Forum (SPESIF).  This presentation was granted Public Domain release by Boeing in writing, and appears at the beginning of the attached presentation decks.


In P2, starting on page 110, you’ll find the “Tesla Drive”.  You’ll find a top view illustration of a basic motor (page 112 & 113).  A side view appears on (page 113): Note the square shape of the armature.  Rotate it 45 degrees; and, you'll have a UTRON motor.  The team is examining the “Tesla Drive” as one option.


Gamble also references a Linear Induction Motor, flattened.  A graphic appears on (page 115).  Instead of a rectangle, imagine it as a circle and apply it to the OTC-X1.  The spokes of the wheel (Carr's Accumulator Frame) would alternate N, S, N, S (Capacitor plate, UTRON, Capacitor Plate, UTRON . . .) just as illustrated on page 115.




Some years ago, I saw an episode of the TV Series Myth Busters, where the hosts of the show examined lifters and tested one in a vacuum chamber.  Their conclusion – thrusters generated ion wind propulsion, which can’t work in the vacuum of space.


The Myth Busters TV show stopped there.  If they knew about sub-quantum kinetics of the Beifeld-Brown Effect discussed by Dr. Paul LaViolette or if they knew about the vacuum tests referenced by Valone in his paper, was the TV show complicit in suppression; or, were they simply working under a budget to create entertainment?


Until I read Thomas Valone's The History of Electrogravitcs, I allowed the results of Myth Busters' vacuum-test on ionocraft represent science and the final word on The Biefeld-Brown Effect.  Shame on me for trusting an entertainment company to influence my thinking.  For years, I had associated The Biefeld-Brown Effect with just lifters and their electrohydrodynamic (EHD) phenomenon (thrust in air).


Along comes Valone's paper, and it got me to reassess my view; because, apparently, The Biefeld-Brown Effect was proven to operate in a vacuum decades ago.

Asymmetrical Capacitors for Propulsion NASA/CR—2004-213312, OCTOBER 2004

What did NASA' Scientific and Technical Information (STI) Program Office, operated by Langley Research Center and the Lead Center for NASA’s scientific and technical information, conclude about Asymmetrical Capacitor Thrust (ACT) based on the patents of T. T. Brown and P. De Seversky and others?


Their conclusions align with the TV show Myth Busters, I'd mentioned earlier.  In part, they write:


"...In spite of decades of speculation about possible new physical principles being responsible for the thrust produced by ACTs and lifters, we find no evidence to support such a conclusion. On the contrary, we find that their operation is fully explained by a very simple theory that uses only electrostatic forces and the transfer of momentum by multiple collisions..."  (emphasis added)


Before we jump to reciting the oh-so-popular NASA mantra – Never A Straight Answer – I don't doubt the veracity of their math and conclusion based on the limited scope, setup, test conditions of their experiments – in and out of a vacuum.


Here's what I find interesting.  They applied the maximum voltage they had available – 34 to 50 KV, which is consistent with voltages applied to lifters ordered from the Internet.  What's missing are fine details: Is it AC or DC?  Given statements made in the paper, and since no specifics of the signal applied to their circuits (frequencies and waveform) was provided; and since they sought to eliminate incidental Trichel Pulses by placing their devices in Argon gas; I have to assume they used a constant DC signal.


While they duplicated elements of T. T. Brown's and P. De Seversky's patents in their tests to produce ion thrust – and from their paper, you'll find the "thrust" of their research centers on the examination of force of ions on air – it seems they neglected at least one vital test condition, which may have produced other interesting results had they applied it – pulsed DC.  T. T. Brown observed his Asymmetric Capacitors would rise temporarily, then fall.  To maintain the effect, he PULSED the charge.


NASA scientist's visual observations of temporary and limited motion of their devices reveals their unawareness of Beifeld-Brown's solution to pulse the DC charge to produce a consistent effect.


"...All  tests  were  performed  by  increasing  the  voltage  slowly  and  observing  the  resulting  motion.  Generally,  some  motion  (less  than  a  tenth  of  a  rotation)  would  be  observed  ... and then after a significant further increase in voltage rotation would begin again..." (emphasis added)


How they failed to put their observations together and enhance their test conditions by pulsing the DC charge is beyond me.  Perhaps – as the title of this paper implies – the primary focus of this research was to examine ion thrust aspects, rather than to risk revealing subquantum kinetic aspects of The Beifeld-Brown Effect that can't be explained by Newton's laws or minuscule ion propulsion forces.


The geometry of NASA's test devices also reveal their "thrust".  There's no comparison between their totally-tubular devices (analogous to jet engines and rockets) and Brown's circular airfoils.


As I wrote earlier in this section, I don't doubt the veracity of NASA's conclusions.  They clearly exhibit a laser-like focus on ion propulsion.  I'd simply hoped to see a broader scope of testing and a more thorough examination of The Biefeld-Brown Effect, as described in the resources listed on this page.  If such tests have been conducted and reported by NASA's STI Program Office, I've not yet found them.

Computer-based simulation software like that used for maglev trains - FEM Analysis (Finite Element Matrix).  This software will allow us to examine force components (shape and direction) with oddly shaped and charged electrical components.  Example: We need to see the electric and magnetic characteristics of custom coils while they're running.  The software would accept various parameters for: wire size, angle, height, current, voltage, frequency, etc.  MIT offered this software as free-ware; but, now, they’re asking $600 for it.
